Everything below is what a reader needs in order to judge whether to trust this register. It is written in the order the questions actually get asked.

Who owns and runs it

Only Receipts is compiled by Adam Sijilmassi, working alone. There is no organisation behind it, no board, no staff, and no parent company.

The register is not incorporated. It is one person reading documents.

Who pays for it

Nobody. It is funded by its compiler.

Outside funding none
Government funding, direct or through an intermediary none
Advertising none
Sponsorship none
Paid or sponsored entries none. No entry has ever been requested, suggested or paid for by anyone

If that ever changes, it will be stated on this page, dated, before the money is accepted.

What it publishes, and what it refuses to

What it does links one finding to the exact document that establishes it — organisation, title, date, and the page, section or paragraph — with the qualification the source attached to it
What it does not do rate claims true or false. There is no verdict on this site, and none in the markup a machine reads
What it does not do publish opinion, commentary, contributed findings or statements
What it does not do claim to be complete. A broad inventory and a complete one are different things

Sources belonging to a party to the conflict are admissible, and each is marked as a party's position — on all sides, in the same words.

How it is checked

Every published entry names a document and a place inside it. That place is re-opened and the quoted sentence is looked for word for word, and the result is shown on the entry with its date. The four possible outcomes, and what each means, are on the Verification page.

The check runs every week without anyone starting it.

What happens when it is wrong

A published entry is never left wrong.

Every correction is listed in the corrections log with its date, what changed, and the version it replaced. The previous version stays visible. Corrections are never silent.

Once a month, the sources this register cites are searched for published corrections, retractions and new versions. When one is found, the entry carries a notice saying so before anyone has decided what to change.

Errors can be reported at Contact.

How it is written

Entries are drafted with the help of an AI assistant, which reads the documents, records the locators and checks the quotations against the source. No entry is published that a human has not read and approved. The same applies to anything posted on social accounts.

Translated pages are machine-translated and say so on the page. The English is authoritative.

What it does with your data

No analytics. No cookies. No tracking. No accounts. Nothing is collected from a visit.

What it gives away

The exports — entries.json and entries.csv — are published under CC BY 4.0. Reuse by others is the objective. They carry the finding, its source and its exact location. They do not carry the sources' own text.

Where it is archived

The register is deposited with third parties on a weekly schedule, so that it survives the loss of any single host.
